The monthly meeting of the township Supervisors was called to order at 1986 Elimsport Road, Montgomery, PA. Members present were Dan Taylor, John Sear, Reba Crawford. Missing was secretary Tracy Blaker.
Motion by John Sear to approve minutes from August’s meeting; second Reba Crawford. Motion carried.
Motion by John Sear to approve treasurer’s report as submitted and pay all bills due; second Reba Crawford. Motion carried.

SEWER REPORT – Report on File
CTVFD – Todd Winder presented report which is on file. CTVFD requested help to pay for tanker inspection and ambulance repair. Motion was made by Dan Taylor to use $5,000 of ACT 13 monies to help pay for repairs. John Sear 1st, Reba Crawford 2nd Motion passed.

PLANNING COMMISSION – Lycoming County Subdivision Application for Fritz Station project was approved 1st Dan Taylor, 2nd John Sear.

AGENDA ITEMS –
Motion approved to waive the host fee of $1.30 on municipal solid waste that comes from townships that have been hit during the recent flooding. Dan Taylor, John Sear 2nd. Decision on the timeline when to stop the waiver will be made at the October meeting.

POLICE REPORT –Report is On File
SEWER REPORT – Jeff Siverling reported treatment plant is running well and no issues to report. Meters were calibrated. Both pumps installed and working properly. We have a quote of $7,293.00 for a new pump to keep as a backup. Dan Taylor made a motion to approve the purchase, John Sear 2nd. Motion approved to purchase the back up pump.
We received two estimates to repair the leaking roof at the plant on James Street. $15,500 and $3,800. Motion was made by Dan Taylor to approve to hire Lance Kennedy to repair the roof for $3,800. John Sear 2nd. Motion approved.

PLANNING COMMISSION – Shannon Rossman was present to discuss the Fritz Station Subdivision for the County to create a park. Approval of subdivision tabled until September’s meeting while waiting on additional information.

POLICE REPORT – Chief Dorman reported there were 8 township incidents in June including 4 traffic citations, an ambulance assist, one suspicions car call, one vehicle accident and one miscellaneous call. Report is On File
SEWER REPORT – Jeff Siverling reported treatment plant is running well and no issues to report. Turnback Road pump was replaced on July 2. Now that both pumps have been replaced, we do not have a spare on hand. Jeff will get a quote for us so that we may discuss purchasing a spare.

- Obstructed view at Turnback and Elimsport Road- Brush was cut back by the OGCC. We discussed the possibility of the township cutting it back a bit more to make viewing the oncoming traffic even more clear when we get the boom mower out soon to clean up Elimsport Road.

- Open and act on bids received for Turnback clearing- Received three bids. Lowest bid was by Muncy Hardwoods for $9300. Motion to accept bid made by Dan Taylor, 2nd John Sear. Motion Approved. Paperwork completed and will be mailed out to them to begin clearing possibly in June.
- Motion needed to grant Daniel Taylor permission to sign for any future Turnback Road forms/paperwork- John Sear made motion, Reba Crawford 2nd. Motion approved.
- Motion needed to adopt the newest version of the International Property Maintenance Code (2021)- Motion made by Dan Taylor, 2nd John Sear. Motion Approved.

Addendum to 94-2 Reducing Turnback Road speed from 35 to 25 was signed now that the required advertising was completed.
Township Primary SEO, Denny Shoemaker, has retired. John Yarnall has agreed to become new Primary SEO, with Lonnie Ohnmeiss taking on the Alternate SEO position.
PUBLIC COMMENT
Codes Assessment Professionals (CAP) was present to introduce themselves. They are a new codes assessment and enforcement firm located in Muncy. After discussion, it was decided that Brady Township will utilize them for our code enforcement and inspection services including but not limited to permit processing/distribution, enforcing township ordinances, building code compliance, property maintenance, code violation reporting and plan reviews. Change to take place May 1, 2024.

POLICE REPORT – Officer Becker was present and read the report.

OLD BUSINESS –
Todd Pysher was present to update supervisors on the Turnback Road Project. The road will be closed for the duration of the project which he hopes will begin possibly June. Discussed putting out bids for materials, contractors, etc. Also discussed the need to finalize two deed of easements. Talked about the possible need for a township inspector and what role they may play. Todd asking for authorization to begin clearing some brush on Turnback Road. Will be on March’s Agenda.
NEW BUSINESS –
*Budget supplemental appropriation-Resolution 24-01- motion was made to budget an additional $10,080 from the General Fund to the Secretarial Wages to increase salary to more closely match surrounding secretary/treasurer wages. J Sear 1st, R Crawford 2nd. Motion approved.
*Motion made to appointment John Yarnall as our Alternate SEO. J Sear 1st, R Crawford 2nd Motion carried.
*Discussed the need for a snow pusher to make plowing parking lots easier. Best Line quote for snow pusher ($2975.00) was the lowest. Motion to approve purchasing a snow pusher from Best Line-J Sear 1st, R Crawford 2nd. Motion approved.
*Discussion on the benefit of having an on-staff Notary. Linda Bower expressed concern that only forms that do not have the secretary’s name on it could be notarized. After some discussion, motion was made for the secretary to pursue the steps to become a notary, J Sear 1st, R Crawford 2nd. Motion carried.
*Emergency Management Coordinator requested a laptop and printer to effectively train for his role. Washington Township and Clinton Township agreed to share the costs, which came to 586.66 ($195.55 each twp.) Motion made by D Taylor to purchase equipment, R Crawford 2nd. Motion carried.
*Secretary requested to attend Basic Training for Municipal Secretaries and Administrators- 2/15/24-Centre County ($125)- J Sear 1st R Crawford 2nd. Motion carried.
* Auditor Chris Blaker submitted his resignation due to his interest in becoming a member of the planning committee. Motion was made by J Sear to accept resignation, R Crawford 2nd. Motion carried.

The monthly meeting of township Supervisors was called to order at 1986 Elimsport Rd, Montgomery, PA. Members present were M. Goetz and Reba Crawford. Supervisor John Sear was absent. Also present was secretary Tracy Blaker.

Police report – Officer Delp read the report of Brady Twp. incidents for November. Newly hired Officer Becker introduced himself. Officer Eric Winters and Officer Delp thanked Supervisor Mike Goetz for his dedication and for working so well with Muncy Borough over the course of his terms as supervisor.

Old Business –
Case loader was sold to the highest bidder ($3,007.00) to Mike Venezino of Bellefonte. Sale was completed on Friday, November 17th.
New Business-
Motion was made to approve the 2024 General Fund Budget and the Northwest Sewer Budget. Reba Crawford 2nd – motion carried and budgets were approved.
Motion to approve Resolution No. 23-05 regarding tax millage for 2024 Real Estate at .18 mills and Fire at .07 mills was made by Mike Goetz- Reba Crawford 2nd– Motion was approved.
Motion was made by Mike Goetz to approve Resolution 23-06 to increase the Tax Collector Fees for several itemized services, raising them from $6.00 to $10 per parcel, including providing a tax certification, providing mortgage companies requests for tax information and providing copy of paid bill without original bill.
Motion was made by Mike Goetz to approve newly elected supervisor, Daniel Taylor, permission to sign checks for all township depositories effective 01/01/2024 and to remove Mike Goetz from check signing authority effective 12/31/2023. Reba Crawford 2nd– Motion approved.

Public Comment – Residents Jean and Allen Budman brought up concerns they had regarding neighbors who have been target shooting near their property. The Budmans feel shooting guns so close to other residence is a safety issue. They also stated the loud shots can be very disruptive, and quite scary, to local residents. While the shooting is within legal rights, it is still concerning. The township will write a letter informing the neighbors of the concerns brought to our attention.

Line painting by DeAngelo Contracting was done on Friday 10th. Fritz Station was not completed due to needing swept and the accumulation of leaves on the road. Will reschedule when road is in better condition to paint.
Sealed bids were open. We received two bids. Winning bid was for $3007.00 . Arrangements will be made to complete the transfer of title.

Sewer report – Pump at Staggert’s Grove system replacement complete.
Discussion regarding Brady Twp. inflow and infiltration issues. Jeff Siverling provided a list of 32 addresses from the section of the system that all flow to Turnback pump station. The estimated cost for property inspection and review of data for these properties would be $4,960. Michael Goetz asked secretary, Tracy Blaker, to gather additional information from the “Rules and Regulations for Governing Wastewater Services” which was adopted in August, 2018 prior to making any final decisions.
Old Business –
Security/Littering signs have been installed. There has been a noticeable difference in the amount of bags/recycling being left outside of the bins.
New Business-
Proposal for a new copier/fax/printer was reviewed and discussed. Cost for the used Kyocera machine comes in at $500 from Lycoming Digital. Motion to purchase machine was made by Michael Goetz. First J. Sear, 2nd R. Crawford. Motion Approved.

Sewer report – Pump at Staggert’s Grove needs entire system replaced due to system tripping and pooling water at pump. Proposal for replacement comes in at approx. $15,400. Mike Goetz made a motion to approve an amount not to exceed $16,000 to replace system. John Sear 2nd-Motion approved.
Discussion regarding Brady Twp. inflow and infiltration issues. It was recommended by WBRA that Brady conduct home inspections as a way to identify inflow which is likely coming from the laterals, either from sump pumps, down spouts or damage to the laterals. In-home inspections would be an effective way to identify the issues and discuss with homeowners how to remediate them. Police report – Officer Flewelling stated an increase in local scams, speeding and thefts from cars. Residents need to be cautious and report anything suspicious. Also discussed the rise of ATV’s on state and township roads. Operating an ATV on any state road will not be tolerated and violators will be charged. Brady Township does not have an ordinance allowing the use of ATV’s on township roads and it is strongly discouraged. This led to a discussion on ATV noise and complaints. Several residents spoke up regarding ATV operators not respecting private property or respecting noise levels. We will look into what options are available and see what our solicitor would recommend.

Mike Sherman and Lindsay Dalrymple talked about the Montgomery Soccer Camp and the need for a video system. This would enable them to live stream games so family can watch online, and would be beneficial in reviewing game footage which can enhance success. The system would also provide players with film to be used for college recruitment. Motion was made to donate $1000.00 to the Montgomery Soccer Program by Mike Goetz, John S. 1st Reba C. 2nd Motion approved.
Todd Pysher discussed why “fee in lieu of” option is no longer on the table for the wetland replacement. He met with DEP at project site and discussed what issues needed addressed and how to minimize the environmental assessment. Review time will be a couple of months. Also discussed the relocation of Windstream’s utility lines. Will likely bury lines within the right-of-way in place of moving poles with overhead lines. Speed study is needed to recommend reducing the speed on Turnback Road once project is complete to determine a safe speed on the raised road.
Vassallo will be completing field work within the next week on determining the property lines on Wise Road Turnaround.
Motion was made to hire Smith Tree Service to remove tree on Turnback Road at the cost of $1500. John Sear 1st, Mike G. 2nd Motion approved.

Todd Pysher discussed an additional option for our Wetland Replacement. We may be able to pay “fee in lieu of”. This would be a one time payment to the State who will use the money to fund wetland projects. We are waiting on DEP to approve that option for us, and to finalize an exact amount.
Resolution 23-04 was approved and signed. This was an agreement with PennDot to use dotGrants- an on-line reporting system to file reports.
Discussed the Wise Road Turnaround and the question of who owns the property the turnaround is on. Alvin Cooke was present and with Todd Pysher, explained reasons he feels he owns that property. We have an estimate from Vassallo for $1750-$1950 to establish the northern line of Alvins property. Reba Crawford made a motion that the township pay for the survey, John Sear 2nd. Motion passed.
Best Line submitted quote for installation of back up camera for the new skid steer for $1085.25. Motion made by Mike Goetz to use ARPA funds to purchase camera, Reba C 1st, John Sear 2nd Motion passed.

PennDOT has made a decision in order to decrease the crashes at the Turnback and Elimsport location by making the following changes: replacing the existing curve warning signs and 15 MPH speed signs with new signs for increased reflectivity and visibility as well as replacing the double arrow panel with a new sign and installing a large arrow panel (96”x48”) for westbound traffic. They anticipate having them installed by June 9, 2023 weather pending.
New Business–

Resolution 23-03 Supplemental Appropriations for the 2023 Budget to spend American Rescue Plan Funds (ARP Funds). These funds will be used to purchase an eight-foot-high fence to be placed at the recycling area to keep debris from blowing onto neighboring properties. This will be installed by Kriger Fencing at a quoted price of $5,000. Funds will also be used to replace the current security cameras at the garage, recycling area and township office. This will be completed by Intrada Technologies at a quote of $7,333.76. Also we will use the ARP funds to purchase a 68” angle broom from Best Line Leasing at a cost of $6,192.44. Motion was made by Mike Goetz to approve the Supplemental Appropriations Resolution to spend the ARP Funds, John Sear 1st, Reba Crawford 2nd – Motion Approved.

CTFVD report – Chief Winder discussed the way they bill for ambulance calls and how they do not send resident bills to collection. He stated that from 1/1/2021 to 12/31/2022 over $11,000 in charges were uncollected.

Also touched on the topic of the number of accidents at Turnback and Elimsport Road.
Sewer report – DEP inspection went well. The NPDES permit renewal has been drafted. Everything is working as it should at this time. Discussed the possibility of needing to budget for new pumps next year, Jeff Siverling will let us know the approx. costs.
Old Business –
Security Camera quote from Intrada came in at $7,333.76 which includes the additional cameras as requested. Discussed using ARPA funds to purchase them. Motion was tabled until we look into the possibility of adding a line item to the budget to purchase them.

Sewer report – HVAC unit was repaired after a busted hose lost all refrigerant and is now working as it should. Jeff is working on the Chapter 94 report that is due soon. There is a light on the outside on the west side of the building that needs attention as it acts as a strobe light when turned on. WBRA Director, Kurt Hausammann, Jr. has retired and Johnny Lynch Jr. is currently the acting director.
Old Business –
Atty Marc Drier accompanied Roadmaster John Sear to the turnaround on Wise Road. Mr. Drier will create an agreement between property owners and the Township once he receives more information on the width of cartway needed.
Roadmaster John Sear and Laborer Paul Staggert met with a rep from Best Line to discuss skid steer options due to BobCat not producing the model the township ordered. Was given information on a different model that will most likely be in production sooner than the original and will be getting a quote on that. John and Paul will look into alternative brands other than BobCat to see if something of equal style may be available for purchase elsewhere.
New Business
Discussed of the need for a fence to stop debris from blowing away from the recycling containers. We received one estimate and are waiting on two more, will have them ready for March’s meeting.
Dissussed the need to update our security cameras at the recycling area, along with the garage and office buildings. We are waiting on two estimates to come in for March’s meeting.
Paperwork is submitted and being processed for Craig Stamile to be the townships Emergency Management Coordinator. He is currently the acting EMC until he is approved and appointed by the Governor.
CTFVD report – New Stryker power litter and power load units have been received. The annual fund drive requests have been mailed out. They have submitted an AFG grant to replace the tanker truck. EMT course has six members attending. Todd is requesting that Brady Twp. call County to request adding MICU 98 to the CAD so that they may be utilized if the closest unit available. MICU 98 is stationed out of Geisinger Muncy.

James Fink had concerns with the condition of Wise Road. The turnaround at the top needs leveled and smoothed. The markers need moved. Pipe needs extended 4 ft. The shoulders at the bends need raised and widened so cars can safely pass and the roads can be plowed. The Supervisors appreciated the information. John Sear is going to take a look so plans can be made to correct the issues.
